Unchached disc speed

I have helping a friend to speed up his slow running computer - problem largely solved by removing Norton and replacing with AVG and Spyware Terminator.

In the course of checking we ran the PCPitstop Diagnostic test click here which reported a minor disc problem.

The disc appears to be partitioned with system files on C and program files on D. Both have plenty of free space but the unchached disc speeds are reported as 36Mbs for C but only 3Mbs for D.

Is this significant and what can be done to speed up D. There's lots of info on the web but nothing I can find about different speeds on the same hd.

Both have been defragged and C Cleaned.
