Unalbe to start Win98Se install after Format of HD

Formatted HDD which had Win98Se on by using the:-
Format C/s when having Win98Se CDROM and Startup/Boot Disk in the computer doen'st start of loading the files from the Floppy Disk drive.

Is this happening becuase the following Boot Order in BIOS is wrong ?. As Follows:-

1st Boot Device IDE 0 (HDD)
2 Boot IS the Floppy
3 Boot CDROM

Just need help in getting the Install to start Please, but unalbe to get the Floppy disk to copy them files and Kick in the CDROM.

You can boot off the CDROM, change the boot sequence in BIOS and make the CDROM the first

In thw BIOS Highlight 1st Boot Device and use Pageup/down buttons to change it to Floppy then reboot with the floppy in the drive.

Floppy Drive HDD as third so its either looks like a D,A,C or AD,C ?.

Got it to the Boot from HDD or Boot From CDROM, choose the Boot from CDROM so to install win98Se will change it back once done.
