unable to send email

Hello everyone,
I am unable to send emails using outlook. I have set it up to recieve /download from doctors.net.uk which i use at work i.e. web based email. So (at home) when i reply to emails automatically downloaded from doctors.net.uk to my outlook, it say that there is a problem with TCP/IP settings??? I am using BT broadband ADSL wanadoo.
Also not sure i set outlook up correctly, not exactly sure what SMTP POP3 mean?

although you are able to receive email from all your accounts, you will only be able to send from your wannadoo account - - - it is the same with all isp's.
