unable to Scan H/Disk, problem with FAT

I run Win 98SE, and through some problem every time the computer is switched on , Scan Disk comes on, but freezes at 4%, I have a number of places on the disk that can't be read, all I believe are part of the Windows operating system, as I am unable to connect any other Hardware to the computer, ie: USB and if I put any drivers in and Windows tries to build a database, that also freezes.........Any Answers....or is a new Hard Disk the answer ?

try click here and scroll down a bit to Special Boot Disks, and down load the first, which includes scandisk.exe

then with the boot disk created, try booting the PC from the floppy, and run scandisk from there.

It could be that your copy of scandisk that is damamged, as well as having problems with the HDD.
