Unable to reserve Hibernate File

In order to use 'hbernate' I clicked on 'Power Option' then clicked on 'Enable Hibernation'. I then got a window with the caption: 'Policy Manaager unable to reserve Hibernate File' and the following message:
'The process cannot access the file because it is used by another process'

What exactly is this 'other process' and how can I stop it, so that hibernation can occur?
