unable to download in Vista

I'm at my sister's Vista pc and download attempts are met with the message:

"Your current security settings do not allow this file to be downloaded"

I've tried altering IE security settings to no avail.

Is there an obvious answer to this problem?

When you click to start the download do you get an extra bar come on the screen just below your explorer bar. This would sugest you havent gave it permission to download. If that is right, try right clicking on the bar and then left click on allow. This will do the trick.
Also maybe, because its on Vista you need to be logged in as the administrater to download anything.

which firewall and anti virus and anti spyware are you running?also you could try a reset in internet explorer by tools-internet options-advanced-reset

I'm no longer at the Vista pc.
I'll try some posible solutions next visit and re-post if unable to resolve.
