Unable to connect over a network

I have networked two machines, an IBM Thinkpad running XP and a desktop PC running 2000. Each machine is connected to a central switch via Cat 5e cable. I wish to share files between the two machines. I have assigned each machine an IP address and put them as part of my workgroup. When attempting to access the desktop from my laptop I am able to freely access the shared content as is expected. However I cannot access the laptop from the desktop. When In 2000 i fo to my network places and check computers near me I see both the laptop and the desktop. When I try to access the laptop's shared area I recieve the message: "\\LAPTOP is not accessible. The network path was not found." How can I access the laptop?
