Unable to change keyboard type

I use Windows 8. I have added a user account and the keyboard is English(US) for some strange reason. I have tried to change it to English(UK) with no success.

Both appear in the language settings in the Control Panel. UK labelled as "Enabled" as the top one and US labelled "Available" in the one below.

I have tried deleting the US one but it reappears on rebooting. In my original user account only English(UK) appears.

If the new user account is standard then you will be limited to what you can change. Change the account to administrator via your original administrator account.
