Unable to add users in XP

I have a PC with 2 accounts (admin + my own) which has been operating for a year or so.
I now want to add a new user, but clicking on User Accounts just gives the following message:
Wrong number of arguments or invalid property assignment.
I assume the registry is corrupt somewhere. Is this correct? Anyone any idea how to fix?
This pc is not part of a domain.
