Unable to access secure web pages

A friend has XP Home on a Packard Bell and has recently had broadband installed. He is running IE6 and the latest patches have been installed for IE6 and XP Home. All was fine then he installed Norton AV 2003 and now can't access secure web pages (bank accounts etc).

Is this due to a virus or issues with XP/Norton?
Uninstalling Norton didn't work.
Re-installing Norton didn't work. You click on the Norton icon and nothing happens.

Any thoughts?

Don't know for sure but it could be that your security settings are too high.

I have already looked at all IE settings and in fact lowered them as far as they can go and still no joy.

No firewall is or has been installed.
