If your pc is not older then two or three years old, yes you can but you'll need a DVD player. Installs like a CD rom. To watch TV, you'll need a TV capture card. These can be PCI (internal) or USB (external). Most of the DVD player are fine but TV capture card different story. I suggest read the reviews very carefuly beforehand.

You do not need TV/Video capture card to watch DVD on TV.

Just check if your graphics card has a video out (rounded one next to monitor connector). If you have it, just link it to TV's AV input and then your TV is just another "monitor". Picture quality is not as good as normal dvd player.

If your graphics card has not TV out, nothing you can do. It maybe more economical to get a normaly DVD player, you can get a good one for £29.99 on Amazon.

I misread the question. What I was saying is; a) to watch DVD on your PC you'll need a DVD player. b) to watch TV on your PC you'll need a TV capture card. But of course this wasn't your question!!!
