The system requirements are surprisingly modest, so yes, it is possible.

To do what exactly? What are you hoping to achieve with Windows Server?

to act as a file server and also so stream music and and films about the house ideally as well to be able to use it in some form as a cloud sever while i am out and about

Windows server simply isn't designed for home use like that. If you want a file and media server, simply use your Vista laptop as it is and share the files which can then be accessed/streamed on-demand via your regular home network.

the only problem using Vista is it wont work with Windows 7 or windows 8.1

Vista's (and XP's) sharing of media files and regular files will work with Windows 7 & 8.1. Have a read here and here.

This link tells you how to share media on a network using Windows Media Player.

thank you for your advice so far but it still leaves the issue of access files away from home and using my laptop as a cloud server
