Trying to emulate thin borders

Trying to emulate thin borders around blocks of text or a set of links with a colour block across the top with the title in. Have had success to a degree using tables and cells to get thin borders but this only works in IE, looks wrong. Some success with CSS for thin borders but not getting colour block across top for title.

Example of what I am trying to achieve can be seen on sites such as:
On the left hand side:

in the mainpage (not bothered about the rounded corners):

I think this may require css to do it?
Any help gratefully recieved.

That last link you gave is controlled using CSS (Cascading Style Sheets). I've not looked at your other links but I suspect you'll also find CSS at work.
