Troubleshoot wizard error

Hi Friends

I have anew computer: HP Pavilion Elite with Windows 7 in 64-bit mode. Have problems with getting the USB chipset driver to hold for external hard drive. Up to now it has worked temporarily by using troubleshooting to reinstall driver. However, an error now appears that prevents the Wizard working. Info as follows:
'An error occured while downloading troubleshooter'

Device Centre Diagnostics
Error Code 0x8009 1007

Any suggestions would be appreciated.

Click start, type device manager in search, look at USB devices and right click and uninstall them all. Restart computer and then plug drive in.

Thanks madboy33 for your suggestion. Still no luck with getting the driver to stick. And cannot get the Troubleshoot Wizard to work either.
