Depending on age of mother board it may need a BIOS flash to recognise you drive size! Wait for confirmation from others on this.

To boot from you 98 CD, you will need to go into BIOS and choose CD drive as first bootable disk.

What command line did you use for the format?

C:\ format C:\?

A:\ format C:\?

Did you try to save system files, when you formated.

Can you get it to A:\ from floppy?

Could you have elected to treat the hard drive as a small drive?
