Toshiba Laptop Not Booting Up - Nothing On Display

OK - so I have a Toshiba Satelitte C50 running Windows 8, which won't boot. Basically, when turned on, all that happens is the Start button and Power lights flash a few times, the CPU fan runs for a few seconds, and then it all repeats over and over. Have tried removing the main battery and ruining on mains power only. Have tired another charger, have replaced the memory, removed the HDD, replaced the BIOS battery, all with the same result, so any help gratefully received!

I don't have Windows 8 but it appears there is Advanced Startup Options

If you scroll down there is a link to show you how to access those options.

What happens after removing the HDD? Do you get a message from the BIOS that there is no bootable device or just a blank screen and it tries to start again?

As you've re-set the BIOS by changing the mobo battery I think it's possibly a motherboard problem if you get no Bios warning.

Remove battery and mains lead

press and hold power button for 30 secs

reconnect mains only and retry to boot.
