Toolbar 'sometimes' missing from IE7

This is a bit odd - I have recently changed my ISP but don't suppose that makes any difference. When I did, I changed my home page and the shortcut on my desktop. The next day everytime I opened IE from the desktop it opened with no toolbar/navigation bar. I deleted the shortcut and used the main menu route instead, i.e. START/IE. Now every time I open IE7 the first time, whether from the main menu or a shortcut, there is no toolbar. Does anyone have any ideas? Have I become corrupt?!

Try,Right click anywhere on the top toolbar,And make sure Menu bar is ticked.

There is no option to do anything when the window opens if you right click. The second time you open IE7 it comes up ok with tabs etc.
