Time Base Correction

I wonder if you could help me?

I am currently transferring a large number of old VHS tapes to DVD for archiving. I have been told that to achieve the optimum quality I will need some kind of time base correction hardware to help with getting the best out of the tapes?

Firstly is this true and if so, how best to go about this?

Any help would be really appreciated.
