Thinkpad T22 Won't boot help please

Hi to all
we have IBM Thinkpad T22 with 20GB HD running WinNT NTFS partitioned drive. When we press power button nothing happens just two lights stay on
1. The Z inside circle next to main power on button
2. The battery symbol with a + inside it
We have taken out Hitachi HD and put into Dell D800, booted up with ultimate boot disk and run the Hitachi hard disk utility both quick and long. Both come back with Disposition code 0x00 which i believe means ok. We have put a DC meter on PSU it reads 16.7V and across the two outer contacts of the battery it reads 12.4V we assume that is ok as it reads nom 10.8V on battery. Can anyone shed any light on this problem as we don't know what to try next. TIA
