Is there a free .rar decompressor?

I was reading various postings and came across this one click here which suggeats BootVis as a solution.

I downloaded the file which is .rar and have been unable to open it. I did open one some time ago using NewzToolz-EZ but this no longer works - possibly a trial?

Is there such a thing as a freeware tool for these files or must I buy a license that may only be used once in a blue moon.
