Testing Network Hardware - Equipment?

Having problems with the network at work, basically become very slow and seems to be getting worse. Noticed the collision light on the hub is flashing quite a lot and from what I gather this is most likely a hardware fault. So far not been able to determine what is causing the problem so was wondering if there is any affordable test equipment out there that could be used to test network cards etc. I'm thinking along the long of something that would plug into the NIC and test it.

Failing that can anyone suggest how to trouble shoot the network so I can determine where and what is causing the collisions and subsequent slow down?
