Temp Internet Files Query

When I was doing my housekeeping, I used run, %temp% to clear my temporary folders of junk. When I did this i discovered a folder called Temporary Internet Files which I have never seen in there before. It is usually elsewhere. in fact there is another file of the same name. When I try to clean out the one under %temp% i get the message "The folder "Temporary internet Files" contains items whose name is too long for the recycle bin. Do you want to permanently delete it?" Can I safely delete this folder, and how did it get there in the first place?

I think this is created sometimes as a temporary measure when IE cannot access the actual Temporary internet Files folder for some reason. If it's in the Temp folder you can safely delete it.

To find where the actual Temporary internet Files folder resides, in IE7 > Tools > Internet Options > General tab > Browsing history > Settings, look under 'Current location:' G
