Temp Files ?

Can someone advise what the following are and can they be deleted.
Click on local disc C
Click on documents and settings
Click on name
Click on local settings
Click on temp.
There are then a lot of files/folders
Some start with DF FOR EXAMPLE
DF1511610099162984temp.
There are a lot of this particular type
And there are others which start with a different number.
Are these taking up space on the drive and can they be safely removed.

Also the yellow folders contain the following files.
EXE4JLIB.JAR
i4 JDEL.EXE
dOES ANYONE KNOW WHAT THESE ARE AND CAN THEY ALSO BE REMOVED.

To answer the question - Yes, all Temp files can be deleted. I usually go to C:WINDOWS and Delete the Temp Folder containing the temp files. Then restart the PC, Windows will automatically create a new empty Temp Folder. Sometimes Windows may refuse to delete a certain file(s), this is OK and quite normal - Windows will not delete any files which it deems to be important.
