System32\drivers\pci.sys problem

I am looking at a mates PC.
She had a memory upgrade and got the above error at startup.
The machine is running XP Pro.
I had a look at the microsoft knowledge database, found it might be the memory (not suprisingly) so took both chips out and tried them 1 at a time still the same problem.

There are no PCI boards in the system, there was only the modem but I pulled that.

Any input would be greatly appreciated.
