system won't boot XP

I get this message at the start of the XP boot up - " windows root>\system32\hal.dll please re-install a copy of the above" - how would I, firstly, find this file and secondly install it onto a seemingly dead drive which will not talk to me.

I have also fixed this by booting with the XP cd and going into the recovery console then rrunning the commnds

Yes it is a dual boot, off two hard drives primary being 12GB slave 3.2GB.
