System restore not working

My pc has been infected with the w32.serflog.c worm. Avg has removed it but system restore and windows update no longer work. It gives a message “system restore has been turned of by group policy. To turn on system restore contact your domain administrator.” I am logged on as an administrator but can't see how to correct this.
It is a home built system running xp home with sp2.
Has any one any suggestions?

Go to All Programs/Accessories/System Tools/ system Restore/ System Restore Settings, make sure that Turn off System on all drives is not ticked. If it is untick then reboot.

Maybe system restore has been turned off. To check start run services.msc.
find the entry for system restore service and change to automatic.
