System Restore keeps auto disabling itself?

Having recent problems with NIS 2005 I was going to use System Restore but noticed that it was checked as 'off'

Having finally uninstalled NIS 2005 thanks to this helproom, I have notice again that despite me enabling System Restore it is now off again?

In Help and Support it the troubleshooter advises you to uncheck box and then alter Driver Settings but I dont know where to look for Drive Settings?
Please can someone help.

The System Restore Service is not running—Open Star, control panel, switch to classic view,Administrative Tools, click Computer Management, and then click Services and Applications. Click Services, and double-click System Restore Services from the list. Verify the service is started and running. If not, under Service status, click Start and change the startup type to Automatic.
