System rebooting repeatedly at Startup

My system seems to be taking an age to boot up and repeatedly displays the POST screen with all the system hardware listed etc.
I have also accumulated a lot of shortcuts on the desktop.
Are the programs relevant to these shortcuts activated when I boot up.

During the repeated boot up, does the computer get as far as the Windows splash screen? If it does, then what version of Windows do you have?

Yes, the splash screen shows then the reboot palaver starts.
I'm running Windows 98SE on a Packard Bell PB 9533, 256mb RAM and 10gb HD.

Boot to safe mode (F8 on first screen) select last known good configuration.
