The System Is Not Fully Installed

I have a Packard Bell Desktop and i get an error message as above.It is a OEM and i do not have the recovery disk and the recovery console will not work.It goes through the recovery but at the end the same error message.Anyone got any suggestions

The recovery console is corrupt, and when it insalls an copies it files it still currupt on the C:\ drive nowm thus the error. U either need to get a back up and restore the C:\ drive or the rcvoery console, or if under warranty u need them to give u a replacement that may help u. Or u may have to go oline and order a new installation disc for ur model. What is ur model number etc.
