Do you have a boot disk?

You will need one to enable you computer to boot.

I'm not sure if the windows 98 cd is bootable or not not. Try setting your cd drive as the first boot device in the BIOS, if you don't get the error message your in business!

Win 98se cd is bootable But bios has to be set to boot from CDrom drive but note it can be awkward to do this as bios will select the first Cdrom drive it comes across (if you have Cdrom & cdrw burner it usually picks the burner to boot from)however set bios & try both drives. failing that boot to a win98 floppy previously prepare on clean W98 system.
