System Analysis - please can u help?

SCENARIO:

Suppose you are a system analyst for a consulting firm, a large consulting firm with offices in each district of a particular country. The company wants to build a new knowledge management system that can identify and track the expertise of individual consultants anywhere in the country in question on the basis of their education and the various consulting projects on which they have worked. Assume that this is a new idea that has never before been attempted in the consulting firm or in even in that country. The consulting firm has a national network linking its offices in the districts, but the offices in each district may use somewhat different hardware and software.

The consulting firm management wants the system up and running within six (6) months.

Question:

What method would you recommend the consulting firm to use? Why?

If such a consulting firm didnt have such a system - or couldnt come up with their own specification/architecture I doubt they would need all those offices for long!
(Assumes they are IT consultants!)

Sorry COAT, but it's not going to happen. General policy among members here is to assist with technical problems and not to do peoples course work for them.
This clearly requires you to make a choice and justify it, not cut and paste somebody else's views.
