syskey32.exe problem

Now and then I keep getting up a dialog box headed

The message in it is :

syskey32.exe has encountered a problem and needs to close. We are sorry for the inconvenience.

When I click on "Don't Send" I get a dialog box headed "Program Error" inside which it says :

syskey32.exe has generated errors and will be closed by Windows. You will need to restart the program. An error log is being created.

I can click on OK and it goes away, but what can I do to get rid of the problem for good?
I've done a check with Norton 360 and SpySweeper.

Where is syskey32.exe located on your hard drive?

It's located in C:\WINDOWS\system32

I've tried deleting it, but after a restart, it reappears.

Right-click on it, in system32, choose Properties > Version tab and see which company it belongs to, or any other info there is on it.

It says that it belongs to Microsoft Corporation.

The description is SAM Lock Tool.

The Internal Name is samlock.exe
