I plan to build a system around a P4 Prescott 2.8 - 3.0 Ghz, Asus P4S800-D mobo and a ati 9600 pro gfx card I also plan to have and about 5 case fans along with a dvd-rw and 1 HD. I'm wondering if the PSU that arrived with my case would be able to handle it, and if not could some suitable alternatives be listed for about £30-40. The PSU provided is as follows:

Psi ATX-400W
Output:
+12v 18a MAX
+5v 40a MAX
+3.3v 28a MAX

-5v 0.5a MAX
-12v 0.5a MAX

+5v/SB 1.5a MAX

What do you want 5 case fans? Can you live with noise produced by 5 fans? I think it is not necessary. Two case fans should be fine, obe draw cool air in and one push hot air out. Of course, you also have fans for CPU cooling and PSU, Graphics Card maybe motherboard chipset. More fans can be added, e.g. cooling fan for HD etc etc.
