Submission of PDF or Word document

I have recently taken over managing my employers Intranet site and I would like to add submittable forms. The problem is that it is a totally static HTML site with no extensions at all (and no likelihood in the foreseeable future), so the standard form> commands do not work.
Does anybody know any code/macro that could be added to a PDF or word document that would enable it to automatically open Outlook and embed itself as an attachment?

my company has just added adobe acrobat 7 to our systems amd as part of it you get adobe designer, with this you can create forms that can be emailed as pdf files easy as anything. i dont know if ths is any use to you but i found it to be a superb solution to form creation and distribution
