Stuck on a Windows Recovery Loop after trying to fix a bug that wasn't showing my Ext-Harddrive

Just got a new computer, so I tried to use an external hard-drive to help me transfer a lot of my files from my older one to the new one. Could not get externalHD to appear in My Computer so I looked online for some solutions. It said to remove one of the registries called UpperFilter as it was likely to be a Filter problem. Went to restart PC to see if the changes would make it work and I got stuck in a Windows Recovery screen loop. I can't run in safe mode or anything. Main issue is keeping that data secure. I either want the PC fixed so I can access the data, or make it so I can access the files from my new computer and just copy it over to the hard-drive on my new computer

What is the best course of action from here?

Kalvin104, which version of Windows are you running and do you have a Microsoft Windows installation disc handy?
