Strange Memory count

I have 256 MB ram, which windows recognises as 256, but some of programs refuse to run, some saying not enough memory. But what i have noticed is when i turn my comp. on, and it does a memory count it only counts to 32 Mb ram then carries on with the installation of windows, why is this does anyone know is wrong here? Help me please!!

go to control panel/system/general if you have xp what does this say?any more info on specs etc would help.

Running win 98 P3 processor everything else is fine, in system it tells me I have 256, even norton has done its memory check and all is well, but it still only counts to 32 meg.

Have you got onboard graphics? which could be using shared memory? If so, the shared memory is too high. Check your BIOS.
