Strange Dell e4200 Battery problem

Hi I have a really strange battery problem - I have 2 batteries for my Dell E4200, a 58Wh one (works fine) and a 28Wh one. The 28Wh has a strange fault, it shows good charge and works well connected to AC or running on battery. It powers on fine but if I disconnect battery from laptop then replace it will not power on unless I put the AC jack in. I just have to put AC jack in and out for a 1sec and it powers on fine. It is a pain when changing batteries or access SIM card slot under battery - any ideas on fix
