I want to stop other users who are not administrators from shutting down my computer. Is there any way of doing this?
Im running Vista.

Ask them to log off instead of shutting down?

Which version of Vista? It possibly could be achieved using the Group Policy Editor, but Vista Basic and Vista Home Premium editions don't have the Group Policy Editor.

. . . the power supply a permanent connection. Then you'd also have to disable the power/standby button as well and ensure your PC is "locked" when you leave it.

You could go into Control Panel "Power Options" and set your options from there.
