Startup desk top variations- why do they happen

My syst is Win 98SE. I have set my desktop up so that the background is a restful green, However at sporadic intervals at bootup the background colour reverts without warning to the standard mid-blue with the Windows logo in top right hand corner of screen. TO my knowledge I'm doing nothing to cause this- I'm just doing a standard first boot of the day. Any thoughts why this should happen, olease?

Thanks. I've 16 running at startup
Taskbar display controls, McAfee instant update monitor,
Scan registry,Task monitor,System tray,
Load power prefile,Ensoniqmixer,
Matrox power desk, Still image monitor,
AVG-CC,McAfee guardian, Critical update,
TkBellEXE,Load power profile, Scheduling agent,
AVG serv9.exe, Camedia Master,
Microsoft Office start up, run=

Are any of these the problem and can I safely take any off start up. Load power profile is listed twice and details are identical.
