Go into the System Configuration utility ("Start > Run", type MSCONFIG and click OK). Select the "Boot.ini" tab and click the button to Check All Boot Paths. If it finds that the entry for "Windows Recovery Console" is not a valid path, it will give you the option to remove it from the Boot.ini file. You will then no longer have that boot menu showing when you start up.
If that doesn't work, the Boot.ini file can be edited manually, but try the above first.
