start up problem

my computer will not start up.sometimes it will and the cpu fan runs then slows down .when it will not start the fan runs fast with no signal to the monitor.i have tested the psu voltages which are ok on all connections including the mobo ones.any help is much appreciated

Voltage testing doesn't work that well unless you really load up the PSU.

Try a substitute PSU.

the slow speed is what i would normally expect when it was running normally the faster speed is when it refuses to start.could it be the cpu or mobo

Disconnect all external devices plugged into USB ports.

Disconnect Optical drives and see if it will boot

disconnect hard drives and see if it will boot to error message concerning no drive or operating system.

Yes it could be the mobo or a faulty drive but the most likely (and cheapest to replace) is the PSU.

i have disconnected all drives but it will not boot at all but all voltages from psu are as they should be

If the cpu was overheating (takes approx 20 seconds) the machine would shutdown not just sit there with a flashing cursor.

i cant get as far as a flashing cursor.all of the fans start cpu graphics psu but that is all,there is no response to the monitor

I would say that its the PSU. Best way to check Volts is by back probing the ATX plug while its connected to the Motherboard with Power on
