start button - NOT RESPONDING!

I work on a win2k pro network, with about 200 clients, all running win2k pro and the servers win2k server.

There is a problem i cant work out, i dont know if it is the user of the computer where the problem lies.

When this particular user clicks the start button, the button turns to the pressed position, but no start menu appears. The computer still respondsa to icons being clicked on the desktop.

Also when a different user logs onto the same computer, the start menu works fine.

any suggestions appreciated

Sounds like, for this user, the following may have been done:
In control panel > taskbar and start menu > customize > clear list (number of programs set to 0)
Could it be this?

there is no "taskbar and start menu" option in the control panel.

How do i get to this?

Sorry, I'm loking at Win XP Pro. Is there not soemthing in your control panel that points towards "start menu"?
