SpywareQuake installed itself and causes problems

SpywareQuake installed itself yesterday without notice or consent, it drives you absolutely mad with pops up when you use IE and posts a warning sign in the system tray that the machine is infected with spyware. It constantly reports that it found spyware in the machine and you are being accessed by an IP address and then demands payment to remove the so-called spyware.
My latest Norton Antivirus detects it as sp1.exe but is unable to remove it. I have spent hours trying to remove it. All restore points are unable to restore.
