Spell checking on Outlook Express

The June issue of PCAdvisor said that, in order for Word Spellchecker to work with Outlook Express, you need the file csapi3t.dll. They said it was available from click here. I visited that site and the report back was that they did not have this file available. PCA also said the file was on the cover CD. I could not find it there either. Can any body help?
