Is this speed acceptable for my network?

New here so I hope someone can help? I need to know if my file transfer speed as detailed below is what I should be seeing from the setup, and if there is a bottleneck I could remove to speed it up?

My network is as follows:

Sky Netgear router achieving 4Mbps download on ADSL (nothing better available where I live); Packard Bell Ipower I9820 desktop PC wired to Sky router with a CAT6 cable, with an "Intel 82567LF-2 Gigabit Network Connection"; WD Mybook Live 2TB wired to Sky router with a CAT5E cable;

By transferring files from PC to Mybook using Teracopy (drag-n-drop) I can achieve 11MB/S transfer speed. By transferring files from PC to Mybook using Filezilla (FTP) I can achieve almost 21MB/S transfer speed.

My question therefore, is this: Are these speeds in line with what "good" looks like, or should I be expecting to see faster transfers? Is there a bottleneck in the above which I could remove and improve my transfer speeds?
