Sometimes slow external hard drive

I have a Western Digital Mybook 250gb external usb hard drive. Sometimes I find it runs very slowly, according to HDTune it's about 1mb/s where it should be around 22mb/s. The only cure is to turn it off and on again. I reformatted it to NTFS when I originally got it.
Is there any way of fixing this?
And also, what should I set it's policy to? 'Optimize for quick removal' or 'Optimize for performance'. Currently it's set to 'optimize for quick removal'.

first thing I would try is to set it to `optimize for performance` and see if that makes any difference
