photofiltre Free

Serif software - old versions free -you will get nagged to buy

Corel Paint Shop Pro.about £45

All of these have a learning curve- some quite steep

As jack says...The Serif "older versions" are available for free and have a good range of tools for restoration .I have restored "badly creased" and torn photographs using Serif Photoplus 7 ..and even though there are newer vesions available..the Version7 handles everything I throw at it.
The "clone tool" is a great tool for repairing badly damaged photos..
With a little practice..you will find that you can do some brilliant restoration with Serif .
