Slow Downloads

from certain sites.
Is there a way to trace downloads from a site and find out why it is so slow.

The site says they are downloading at over 100 kbps. but I am receiving at around 57 kbps.
I Have this problem from only 1 site that I know of.

But what a site says it is sending and what we receive has a great deal to do with the route taken and how busy your line is at any one time.
Remember any data received is in 'packets' that come to you interspersed with other 'packets' on route to others.
If you ore an a popular[busy] ISP and live in busy exchange area- then some slowdown is to be expected.

What site is it?
I only get the windows indication of the download speed when I download from various sites, the servers do not give me a seperate indication of their download speeds.

I have tried "trace Route" but cannot figure out how to to use it. Needs The ip address that I am down loading from and I cannot find it.
