Slow download speed for broadband?

Hi again. This is just an example.When I watch 'Launch Music Videos', it runs fine for maybe 10 mins max.,then I get this notice 'buffering'. This can happen say every 2 to 10 mins.Sometimes no sound & a still from the video,OR full sound & a still from the video OR total stoppage for awhile. It takes a little while to get going properly again, up to 1 or 2 mins. Also when it's all working 'OK',I notice that some 'frames' of the video are missing.
Anyone know, or have any ideas what might be causing this?
My OS=win98se & my ISP is UTV clicksilver.My max. download speed is 422Kbits (on a very good day).Normally 410 or lower. I contacted my ISP & was told 4/5ths of the max. advertiseed speed, which is 512Kbits = say 410, is very good.However after ringing them many, many times, I was told that I really should expect the full 460...This figure appears when you type in the address bar 'U.TV/speedtest'(if they are your ISP).
