Slow Booting

I have a Dell Dimension 4800. I reformatted the HD and was running XP. After the reformatting I pressed to start up but this goes to a blank screen for about 15 mins with a cursor flashing in top left of screen. The machine then boots up as normal.

I have now installed Vista but still the same problem.
Dont know if I have changed some settings!!
Anyone know the answer???

Why not run the extensive Dell diagnostics utility?

Vista will be a lot slower than XP, also do you have all Vista Hardware Drivers loaded after upgrading
